Your dental benefit plan should meet your oral health needs. That’s why we offer two plans for public employees—the Uniform Dental Plan (PEBB Plan 3000) and DeltaCare® (PEBB Plan 3100). These very different plans are designed to meet specific oral health needs.
The UDP gives you the most freedom to see your favorite dentists while DeltaCare gives you the richest coverage.
We want you to choose the right plan for you. So, before selecting a dental plan you should consider your oral health needs. Look back over the last few years and ask yourself:
- Do I have a favorite dentist?
- Do I need care from specialists?
- Do I already need some specific, non-preventive services?
- Do I want a plan with coinsurance or copays?
With your oral health needs in mind, look at the charts and plan summaries below. They highlight the key differences between the Uniform Dental Plan (UDP) and DeltaCare.

Comparison of Dental Plans
Both the UDP and DeltaCare provide benefits for a wide variety of services, with preventive care covered in full. The plans differ in how they pay their share for the cost of your non-preventive care.
In the UDP, you pay an annual deductible and coinsurance (%) for covered, non-preventive services.
In the DeltaCare plan, there is no deductible and you pay your share of costs in the form of copays, which are pre-set for different types of dental care services.
